Janet Byrd, Executive Director, has more than 30 years of experience in the community development arena. Her roots as a neighborhood organizer in Chicago working on housing issues as varied as insurance redlining, neighborhood disinvestment and tenant rights stoked a passion for housing policy and community development that has remained constant over the intervening years. Janet has spearheaded a number of collaborative efforts in Oregon and in the Portland area, including a statewide effort to preserve HUD subsidized properties and the creation of the Community Alliance of Tenants. Most recently, Janet has been central to the creation of the new statewide advocacy coalition, the Housing Alliance. She holds a BA degree from the University of Texas at Austin and a Masters in Urban and Environmental Policy from Tufts University.

Cynthia Winter manages the NPF statewide training and technical assistance program and the State of Oregon's Individual Development Account (IDA) initiative. She also organizes regional and national professional development retreats and serves as NPF's human resources manager. Previously, Cynthia served for five years as the Executive Director for Portland Habitat for Humanity. Experienced in board, staff and organizational development, Cynthia has coordinated trainings for Habitat's Regional and National Conferences. She also served on Habitat International's Executive Director's Advisory Council for three years, identifying training needs and programs for U.S. Habitat affiliates.

Michael Fuss has been a CPA for over 30 years. His experience includes public accounting, private industry for-profit businesses, and non-profit organizations. He has been the Financial Manager for NPF since 2000. During his time at NPF, Michael has developed a financial assessment tool for CDCs throughout Oregon and works with CDCs and their boards to better utilize their financial statements as well as to compare their financial position to other similar organizations throughout the state.

Alison McIntosh joined NPF in late 2006 to provide support for NPF programs, including the Housing Alliance and Bridges to Housing. Alison came to NPF with a background in community organizing and providing support to non-profit organizations. Alison also gained experience in local housing issues as a volunteer for the Portland-based Community Alliance of Tenants. She holds a BA from Macalester College in St. Paul, MN.
