Technical Assistance Grants Available
The Neighborhood Partnership Fund (NPF) is seeking proposals from qualified applicants for grants for technical assistance. The goal of the funding is to meet the individual technical assistance needs of community housing development corporations (CHDOs) in Oregon to strengthen organizational capacity to build and manage high quality, sustainable, affordable housing.
Approximately $38,000 is available to build CHDO capacity to produce and manage high quality, sustainable, affordable housing. Funding for these grants comes from the U.S. Department of Housing and Urban Development. Proposals that demonstrate the need for technical assistance as part of a comprehensive plan to build capacity to produce and own affordable housing will be considered.
Given the limited funding available, NPF expects to receive far more strong proposals than can be funded. NPF’s goals are to fund as many organizations as possible and to have geographic diversity among the grantee organizations.
Two types of funding are available through this RFP. Small grants are available to fund specific, discrete technical assistance projects that can be completed for under $5,000. Larger grants of $6,000 - $10,000 are available to pay, in part or in full, the costs of larger projects such as strategic planning or an asset management plan. Applicants may only apply for one type of grant.
Applicants must meet the following criteria:
- Be a Community Housing Development Organization (CHDO) designated by the Participating Jurisdiction (PJ) or a prospective CHDO. Organizations must apply to their local PJ or the State of Oregon for CHDO designation. The definition of a CHDO is available at 24 CFR 92.2.
A prospective CHDO is a non-profit organization that is expected by the PJ to qualify to receive CHDO designation, and is expected to enter into a written agreement with that PJ to own, develop, or sponsor HOME-assisted housing within 24 months of receiving CHDO designation; - Be a recipient or intended recipient of HOME funds.

Technical Assistance Providers RFQ
The Neighborhood Partnership Fund is soliciting proposals from qualified consultants to assist in meeting the technical assistance needs of community housing development corporations (CHDOs) in Oregon. Our goal is to strengthen organizational capacity to build and manage high quality, sustainable, affordable housing. With this RFQ NPF will develop a pool of qualified technical assistance providers to assist individual CHDOs selected for funding through a separate RFP process.
Professional services required are likely to include, but are not limited to, strategic planning, financial management, housing development, asset management, and data management.

Technical Assistance and Peer Support Networks
On site technical assistance can sometimes be provided or arranged through NPF’s various partnerships and grant resources. For example, the HUD grants to support work around asset management support organizational technical assistance provided by the Community Development Law Center and the Housing Development Center. Formal trainings and technical assistance are further supplemented by peer support networks coordinated through the Community Development Network.
